The Washington State Obituary suggested slow response in major earthquake was due to officials inability to work with others nationally. Previous concern to California Governor Pete Wilson; Goveror Mike Lowry of Washington State and Lawton Chiles of Florida and others in the 1990s suggest the need for a stand alone portable auxiliary communications device

Audits Review Failure in Programs
& Presence of Entrophy
Entrophy the 2nd Thermodymanic Law of the Universe concerns the decay of all organized systems over a period of time. The more complex the system the more entrophy generally present. Government and business often use auditing programs to identify entrophy to increase performance in operations:

1. Model HUD Programs and presence of Organized Criminal Interest and occassional terrorist using social service programs as bases of operations. Question of Genocide involving HUD programs is currently under review by the UN Security Council.

2. Social Security & Medical Programs are very inefficient in addressing medical issues and disability the medical issues generally being in bondage to political interest. These problems will have a major impact on recovery efforts to provide services to the injured and recovering victims.
